[fusion_text]1East Ridge Tennessee August 19, 2016: The 54-year-old man shot and killed by an East Ridge police officer on Aug. 19 was shouting about blowing things up and being killed by police before he was shot, a witness said.

Todd Browning was shot to death by an unidentified East Ridge police officer outside Browning’s home on Prigmore Drive after 6 p.m. on Aug. 19.

Officials won’t say what sort of weapon the man brandished in the moments before he was shot to death, and investigators are refusing to answer questions about what happened during the fatal encounter.

But Lawrence Jones, a neighbor who saw the shooting, said he stepped outside when he heard yelling and saw a police officer standing behind his patrol car with a rifle leveled at Browning, who was about 20-30 feet away.

Browning was irate, screaming and yelling, Jones said. It looked like Browning was carrying a tire iron and perhaps a knife — Jones saw something shiny in his hand. Another witness said Browning was pounding a pipe or a stick against the ground.

As Browning yelled, the officer shouted for Browning to put his weapons down, Jones said.

“The cop said probably six or seven times to ‘stop, drop it, stop,’ and Todd kept screaming louder and louder, more and more irate and finally he started to come towards the cop,” Jones said. “He started to lunge at the cop and the cop pulled the trigger, five times.”

Other witnesses reported hearing four shots. Jones said Browning went down after the first shot and didn’t move again. The officer, who was the only officer on the scene at the time, put his rifle into his trunk and went to check on Browning as other officers pulled up, Jones said.

Jones guessed that he watched the exchange for about 90 seconds before the shooting, but estimated the officer had been out there for three or four minutes before the shooting.

Jones said some of the arriving officers gave Browning medical care, and that they also handcuffed him.

Sheriff’s office spokesman Matt Lea initially said police responded to a report of a man wielding a knife at a nearby Autozone on Ringgold Road around 6 p.m. At some point, Browning moved from the Autozone to his home. Lea declined to say how or when the incident moved from the Autozone to Prigmore Drive.

East Ridge police officer Daniel Stephenson will not face any charges for the fatal shooting of Todd Browning on August 19, 2015.

District Attorney Neal Pinkston determined Stephenson acted ‘well within the law.’

The investigation conducted by the Hamilton County Sheriff’s Office found that use of deadly force by Stephenson was justified for the following reasons:

Stephenson was wearing an ERPD uniform and operating a marked patrol car, which clearly identified him as a police officer.

Stephenson exhausted all reasonable means to apprehend Browning through a lengthy negotiation and repetitive commands prior to the use of deadly force.

Stephenson had probable cause to believe Browning posed a threat of serious bodily injury or death as Browning approached with a water main key while yelling that Stephenson would have to kill him or else he would kill Stephenson.

Detroit Police Dispatch Audio Of The Noel Night “Disturbance”

Dispatch Audio Noel Night 2016

Detroit – December 3 2016: Last night Detroit threw a massive celebration called Noel Night. It took place near Wayne State University at the Charles H Wright African History Museum & Michigan Science Center in what’s called the Art Center/Midtown of Detroit.

During the celebration, some Detroit Police units on the scene noted some disturbances in the throng of people enjoying the night’s festivities. Along with the crowd of joyful Detroiters and giggling children, a large crowd of demonstrators appeared. What they were demonstrating I have no clue, but there they were.

Scouts (Police Officers in Detroit) called for additional units to deal with incidents ranging from shouting to pushing and shoving, otherwise known as fights.

Scouts, or Units as we sometimes like to call them, were called from all over Detroit to deal with the situation. Strike Force units were rerouted to the scene to offer additional support. The Michigan State Police helicopter known as Trooper 2 also made an appearance and orbited the scene looking down on the crowd with its evil stink-eye of crime fighting.

The disturbance started at the Charles H Wright Museum of African History and moved west in the complex to the Michigan Science Center. The above audio covers, for the most part, the whole incident. The audio has of course been edited due to time constraints but it’s pretty much the whole enchilada.

It hasn’t been covered in the media that I can tell, so this site will probably be the only mention you’ll see.

Was it horrible? No.

Was it and should it be considered a testament to Detroit’s lawlessness? No.

I don’t think it was bad as it sounds. If it was as bad as it sounds, this wouldn’t be the only site covering it. It’s what we do here. We cover police and fire incidents in the City of Detroit, don’t judge.

Some Things To Know: 2400 is the big boss man. Trooper 2 is the MSP Helicopter. Multiple precincts dispatched units to “District 1” which is the midtown and downtown areas now known as Downtown Services. A unit starting with 8 means the 8th Precinct, etc etc etc.

So there you are.

This is all the time I’m going to spend on it, I’m bored with it.

Merry Christmas.
