<h2 class="has-text-align-center wp-block-heading">MSP Looking For A Maroon G6</h2>



<p>Detroit&#8217;s West Side: Early Tuesday morning at around 6:20AM, a truck driver heading north on the M39 in his gray Freightliner was shot at by a maroon 2 door Pontiac G6. </p>



<p>Dispatch audio suggests the truck driver ran into trouble when he was unable to merge left and give room to the suspects G6 entering the M39 at McNichols/6 Mile. The G6 went on the shoulder and pulled behind the semi. As the driver of the semi exited the NB M39 @ 7 Mile, the suspects vehicle pulled along side him on the exit ramp, rolled down his/her window and fired on the semi 3 times, striking and entering the cab twice. The driver was uninjured. The suspects vehicle was last seen heading WB on 7 Mile. No description of the shooter was given.</p>



<p>Subsequent investigation by the MSP found 1 shell casing on the NB exit ramp @ 7 Mile. The ramp was closed while the MSP evidence techs/K9 investigated.</p>

<p>The FBI released detailed data on nearly 6.3 million criminal offenses reported via the National Incident-Based Reporting System (NIBRS) in 2017. </p>



<p>The Uniform Crime Reporting (UCR) Program’s latest report, <em>NIBRS, 2017</em>, presents data about victims, known offenders, and relationships for offenses reported in 52 categories. </p>



<p>In addition, the report provides information on arrests for those crimes as well as 10 additional categories for which only arrest data is collected.</p>



<p>In 2017, 6,998 law enforcement agencies, whose jurisdictions covered more than 105.6 million U.S. inhabitants, submitted NIBRS data to the UCR Program. These agencies comprised 42.0 percent of the 16,655 law enforcement agencies who submitted data to the UCR Program in 2017. </p>



<p>Based on NIBRS submissions, the FBI compiled aggregate tables on 5,369,204 incidents involving 6,290,042 offenses, 6,631,461 victims, 5,266,175 known offenders, and 3,361,416 arrestees. (Currently, the FBI does not estimate for agencies that do not submit NIBRS data.)</p>



<p>Of the reported offenses, 61.0 percent were crimes against property, 23.0 percent were crimes against persons, and 16.0 percent were crimes against society.</p>



<p class="has-medium-font-size">Victims</p>



<p>Victim types, collected for all reported NIBRS offenses, include individuals, businesses, institutions, or society as a whole. For 2017, the data regarding victims who were individuals revealed the following:</p>



<ul class="wp-block-list"><li>Of the 4,524,968 individuals, 23.4 percent were between 21 and 30 years of age.</li><li>A little more than half (50.9 percent) were female, 48.3 percent were male, and the gender of 0.8 percent of victims was unknown.</li><li>Most victims (71.5 percent) were white, 21.0 percent were black or African-American,1.5 percent were Asian, 0.6 percent were American Indian or Alaska Native, and less than 0.1 percent were Native Hawaiian or Other Pacific Islander. The race of 5.3 percent of victims was unknown.</li></ul>



<p class="has-medium-font-size">Known Offenders</p>



<p>In 2017, law enforcement identified and reported information on 5,266,175 known offenders, meaning some aspect of the suspect—such as age, gender, or race—was known.</p>



<ul class="wp-block-list"><li>Of these offenders, 41.9 percent were between 16 and 30 years of age.</li><li>By gender, most offenders (62.4 percent) were male, 25.5 percent were female, and gender for 12.1 percent was unknown.</li><li>By race, more than half (55.7 percent) of known offenders were white, 27.1 percent were black or African-American, and 1.9 percent were of other races. The race was unknown for 15.3 percent of reported known offenders.</li></ul>



<p class="has-medium-font-size">Victim-to-Offender Relationships</p>



<p>Concerning the relationship of victims to known offenders, there were 1,448,833 victims of crimes against persons (e.g., murders, sex offenses, assault offenses) and robbery offenses from the crimes against property category.</p>



<ul class="wp-block-list"><li>More than half (52.2 percent) of the victims knew their offenders (or at least one offender when more than one was present) but did not have a familial relationship to them.</li><li>Nearly one quarter (24.4 percent) of the victims were related to their offenders (or at least one offender when more than one was present).</li></ul>



<p class="has-medium-font-size">Arrestees</p>



<p>Law enforcement agencies submitted data to the UCR Program through incident reports and arrest reports for 3,361,416 arrestees.</p>



<ul class="wp-block-list"><li>Of these arrestees, 33.2 percent were 21 to 30 years of age.</li><li>By gender, 71.6 percent were male, and 28.4 percent were female.</li><li>By race, most arrestees (70.7 percent) were white, 24.5 percent were black or African-American, and 2.7 percent were of other races. The race was unknown for 2.1 percent of arrestees.</li></ul>



<p class="has-medium-font-size">Drug/Narcotic Offenses</p>



<p>A brief look at data collected through NIBRS for 874,003 drug/narcotic offenses shows the more expansive data NIBRS offers, particularly offender data, and the types of connections available through NIBRS.</p>



<ul class="wp-block-list"><li>Law enforcement counted at least one drug/narcotic offense in 16.3 percent of all criminal incidents reported through NIBRS in 2017.</li><li>Of the 5,266,175 known offenders, 21.3 percent were connected to drug/narcotic offenses.</li><li>Of the 3,361,416 arrestees reported through NIBRS, 16.1 percent were arrested for drug/narcotic offenses.</li><li></li></ul>



<p>Agency-level NIBRS data for the reporting year is available through the <a rel="noreferrer noopener" href="https://nibrs.fbi.gov/2017/" target="_blank">interactive NIBRS map</a> found on the home page of the publication, as well as in offense tables which present statistics for each agency reporting 12 months of NIBRS data. </p>

<p>ALBANY, N.Y. (AP) &#8211; Should hateful tweets keep you from getting a gun?</p>
<p>That&#8217;s a question many have asked after suspects in several horrific mass shootings were found only later to have left social media hints of violence that went unheeded for years. Now a New York lawmaker has introduced a bill that would require police to scrutinize the social media and online searches of handgun license applicants, and disqualify those who publish violent or hate-filled posts.</p>
<p>&#8220;We certainly want to make sure we&#8217;re putting weapons in the hands of the right people and keeping them out of the hands of the wrong people,&#8221; said state Sen. Kevin Parker, a Brooklyn Democrat who added he was inspired to act after the Pittsburgh synagogue shooting suspect left social media rants that Jews were &#8220;children of Satan.&#8221;</p>
<p>Free-speech watchdogs and even some gun-control advocates have already raised concerns about the bill, which would require handgun applicants to turn over login information to allow investigators to look at three years&#8217; worth of Facebook, Snapchat, Twitter and Instagram posts. Google, Yahoo and Bing searches over the previous year also would be checked.</p>
<p>Licenses could be denied if investigators uncover threats of violence or terrorism or the use of racial or ethnic slurs.</p>
<p>Parker&#8217;s bill comes as people are increasingly wary about their online lives being tracked. But social postings are commonly checked by everyone from human resource workers to police officers. A survey of more than 550 police departments several years ago by the International Association of Chiefs of Police found more than half use social media for listening or monitoring and three-quarters of them use it for intelligence.</p>
<p>While the prospects of Parker&#8217;s bill passing are uncertain, he has already succeeded at one of his goals of creating &#8220;fodder for discussion,&#8221; including pushback.</p>
<p>Tom King, president of New York State Rifle and Pistol Association, the state&#8217;s NRA affiliate, said the bill would be the beginning of &#8220;the slippery slope of taking away your First Amendment&#8221; free speech rights.</p>
<p>At the American Tactical Systems gun range, a short drive from New York&#8217;s Capitol, gun owners called the proposal unnecessary and intrusive.</p>
<p>&#8220;I don&#8217;t think the government should have access to anybody&#8217;s history, especially for pistol permits,&#8221; Steve Wohlleber, who works at the range. &#8220;And the state police have enough to worry about besides checking everyone&#8217;s social media.&#8221;</p>
<p>David Pucino, a staff attorney at the Giffords Law Center to Prevent Gun Violence, said that while he shared the legislator&#8217;s goals, he thought there were better alternatives, such as another bill that would create a court order of protection to bar people considered dangerous from possessing or buying guns.</p>
<p>Civil rights attorney Norman Siegel said he believes bill language directing police to consider &#8220;commonly known profane slurs or biased language&#8221; is too broad to pass constitutional muster.</p>
<p>&#8220;A person could be prejudiced,&#8221; Siegel said. &#8220;That doesn&#8217;t mean he&#8217;s not entitled to his Second Amendment right.&#8221;</p>
<p>On a practical level, the measure would mean more work for police in New York who already check the criminal and mental health histories of handgun license applicants.</p>
<p>Albany County Sheriff Craig Apple, whose department processes a few hundred applications every year, said &#8220;it&#8217;s definitely going to bog things down a bit&#8221; in a licensing process that already can take from 120 days to a year to complete.</p>
<p>Parker countered that states have the authority to limit hand gun use for public safety.</p>
<p>&#8220;If you&#8217;re afraid of your personal privacy,&#8221; he said. &#8220;Don&#8217;t apply for a handgun license.&#8221;</p>

<p>Dallas, Texas (<a href="http://www.khou.com/news/local/texas/suspect-takes-sledgehammer-to-12-dallas-police-cars/514362719" target="_blank" rel="noopener">WFAA</a>): A suspect took a sledgehammer to 12 Dallas police cars at a patrol substation early Sunday morning.</p>
<p>The suspect, Gregory Simpson, 58, entered the central patrol division parking lot at <a href="https://www.google.com/maps/place/1600+Chestnut+St,+Dallas,+TX+75226/@32.7809816,-96.7790619,17z/data=!3m1!4b1!4m5!3m4!1s0x864e98e99ab7a4a9:0x680754462f91d8b!8m2!3d32.7809816!4d-96.7768732?hl=en-US" target="_blank" rel="noopener">1600 Chestnut Street</a> through the gate at the Dallas Marshals Office, police spokeswoman Diana Browning said.</p>
<p>Simpson, who was arrested at the scene, used the sledgehammer to bust out back and side windows on the marked squad cars.</p>
<p>He remained in custody at the Dallas County Jail on Sunday morning.</p>
<p>The Dallas Police Associating had something to say about the whole situation.</p>

<p>The KLAS TV station&#8217;s <a href="https://www.ktnv.com/news/video-shows-drone-coming-close-to-plane-landing-at-mccarran" target="_blank" rel="noopener">LasVegasNow.com</a> website published video Thursday taken at an unknown time from a drone hovering over the city as a jet approaches and then passes underneath. The FAA said Friday it&#8217;s &#8220;aware of the incident and is investigating&#8221; but declined further comment.</p>
<p>Drones, piloted from the ground but providing an eye in the sky, promise new business opportunities for everybody from real estate photographers to oil refinery operators. And they can help police handle dangerous gunfire scenes. But anyone can buy one of the aircraft, and enforcing restrictions can be tough.</p>
<p>The <a href="http://knowbeforeyoufly.org/" target="_blank" rel="noopener">Know Before You Fly</a> website, from the FAA and drone and model aircraft groups, steers people toward 2,500 designated model aircraft flying sites. It can be tricky knowing where drone use is illegal, though. Airports are on the list, of course, but so are many <a href="https://www.cnet.com/news/faa-institutes-airspace-restriction-banning-drones-over-military-facilities/" target="_blank" rel="noopener">military sites</a>, US landmarks and the Super Bowl.</p>
<p>The FAA can fine individuals up to $1,437 for each violation of flight safety rules. Business&#8217; fines can reach $32,666 per violation. Then there are criminal penalties of up to $250,000 in fines and three years in prison.</p>
<p>Remote-control aircraft have been around for decades, but drones are a novelty and add photos and videos into the mix. And the existing model-aircraft industry isn&#8217;t happy about the Las Vegas drone flight.</p>
<p>&#8220;All drone and model aircraft pilots must stay well clear of manned aircraft. We condemn the type of operation depicted in this video,&#8221; said Chad Budreau, director of government affairs for the Academy of Model Aeronautics, in a statement. &#8220;Anyone who violates aviation regulations or endangers public safety must be held accountable for their actions. We urge the FAA to take strong enforcement action against this drone pilot, and against any future violators.&#8221;</p>
